Karnataka Launches Permanent Resident Certificates Amid Opposition Protest

The Karnataka government has officially launched the doorstep delivery of caste certificates and permanent resident certificates (PRC). The initiative, rolled out on Monday by Chief Minister D. K. Shivakumar, has triggered a political dispute in the state, with the opposition Bharatiya Janata Party (BJP) terming the move “unconstitutional” and raising concerns over its potential impact on voter verification.

According to the state government, the introduction of the PRC is a citizen-centric measure designed to simplify how residents access various public services. Chief Minister Shivakumar stated that the initiative is intended to protect the identity and voice of citizens in a democracy, ensuring that government services are delivered directly to the people rather than requiring them to visit multiple government offices.

Implementation and Eligibility Criteria

The state government announced that the PRC will assist in the ongoing Special Intensive Revision (SIR) process of electoral rolls in Karnataka. Deputy Chief Minister G. Parameshwara explained that the certificates would address common grievances from ordinary citizens regarding the documentation required to prove residency and eligibility for state benefits.

To qualify for a permanent resident certificate, applicants must meet specific criteria established by the state government. These include:

• Being born in Karnataka, domiciled in the state for at least 10 years, or having links to partners or parents who meet these conditions.
• Completing 10 years of education within the state up to class 12.
• Having immediate relatives who possess or occupy residential property in Karnataka.
• Possessing existing entries in official records such as electoral rolls, Aadhaar, ration cards, or other government documents.
• Having at least one parent who has served in the government or a public institution for a minimum of seven years.

As part of the broader doorstep delivery program, the Chief Minister’s Office (CMO) stated that 4.85 crore digital caste certificates have already been classified and distributed to Deputy Commissioners across districts, taluks, and villages in PDF formats. Approximately 57 lakh of these certificates have been linked to the mobile numbers of beneficiaries, who received download links via WhatsApp and SMS free of charge. Local district administrations will print and deliver the physical documents directly to residents.

BJP Raises Constitutional and Security Concerns

The opposition BJP has strongly criticized the rollout, claiming the state government has crossed a dangerous constitutional boundary. BJP lawmakers, including Members of Parliament, Members of the Legislative Assembly, and Union Minister Shobha Karandlaje, have formally written to the central government seeking an intervention to halt the program.

R. Ashoka, the Leader of the Opposition in Karnataka, questioned the legal authority of the state government to issue such certificates. He argued that matters concerning citizenship and immigration fall strictly under the jurisdiction of the central government, leaving the state with no authority to implement a permanent residency certification system.

Ashoka also questioned the timing of the launch, noting that the program was introduced while the nationwide Special Intensive Revision of electoral rolls is actively underway. The BJP has alleged that the initiative is an attempt by the ruling Congress party to legitimise illegal migrants, including those from Bangladesh, to influence voter databases. The ruling Congress party has strongly denied these allegations.

The opposition has announced plans to challenge the permanent resident certificate scheme both through public protests and legal channels, asserting that they will oppose any measures they believe undermine the federal structure and national security of the country.
