Parliament Adjourned Amid Opposition Protests as Taxation Amendment Bill Slated for Lok Sabha
Both Houses of Parliament faced disruptions on Thursday, August 6, 2026, during the 14th day of the Monsoon Session. The Lok Sabha was adjourned until 2 p.m. following protests by Opposition members demanding the presence of Union Home Minister Amit Shah in the House. Before the adjournment, the Lok Sabha commenced its proceedings by remembering the victims of the Hiroshima and Nagasaki atomic bombings.
Meanwhile, the Rajya Sabha also witnessed brief disruptions, leading to an adjournment until 12 p.m. When the proceedings resumed, Opposition members continued their protests and sloganeering, demanding answers from the government on issues including alleged embezzlement in Ram Temple donations and police action against students during a protest in Delhi.
Legislative Agenda for Both Houses
According to the day's agenda, the Lok Sabha is scheduled to consider and pass The Taxation and Other Laws (Amendment) Bill, 2026. The Bill, to be moved by Union Finance Minister Nirmala Sitharaman, proposes amendments to the Payment and Settlement Systems Act, 2007, the Income-tax Act, 2025, and the Finance Act, 2026. Additionally, the Lower House is slated to move a motion seeking an extension of time for the joint committee's report on the Viksit Bharat Shiksha Adhishthan Bill, 2025.
In the Rajya Sabha, the government scheduled the consideration of the Appropriation (No.3) Bill, 2026, which has already been passed by the Lok Sabha. The legislation seeks to authorise the appropriation of money from the Consolidated Fund of India to cover excess expenditures incurred on certain services during the financial year that ended on March 31, 2023.
The Upper House also received reports from various department-related Parliamentary Standing Committees, including those on Commerce, Industry, Chemicals and Fertilizers (2025-2026), and Communication and Technology (2025-2026).
Efforts to Resolve Parliamentary Deadlock
The disruptions follow a meeting on Wednesday, August 5, 2026, between Parliamentary Affairs Minister Kiren Rijiju and the Leader of the Opposition in the Lok Sabha, Rahul Gandhi. The meeting was part of an effort to resolve the ongoing parliamentary deadlock, with both leaders discussing the proposed delimitation Bill and the Foreign Contribution (Regulation) Amendment (FCRA) Bill, 2026.
During Thursday's session, Minister Rijiju cited parliamentary rules against disrupting House proceedings as Opposition members continued to protest. Responding to the minister, the Leader of the Opposition in the Rajya Sabha, Mallikarjun Kharge, defended the protests, stating, "It is my right what to speak, how to speak."
Mr. Kharge asserted that the Opposition is raising questions of national concern and demanded that Prime Minister Narendra Modi and the Home Minister attend the House. He also cited former Finance Minister Arun Jaitley, stating that "disruption is part of democracy" and that members possess the right to raise relevant questions.
Opposition Raises Concerns Over Police Action and Public Issues
Opposition parties have maintained their protests since the start of the Monsoon Session over the Ram Mandir donation controversy and the police action against students during a July 20 protest at Jantar Mantar in Delhi. Samajwadi Party MP Iqra Hasan criticized the government's management of the session, stating that the government had allowed the House to function for only one day.
"We were promised that there would be a discussion on police brutality and atrocities, that the government would respond, and that we would also get an opportunity to present our views," Ms. Hasan said, adding that the Opposition has yet to receive an answer.
Zero Hour Submissions in Rajya Sabha
Despite the disruptions, some business was conducted during Zero Hour in the Rajya Sabha. BJP MP Dr. K. Laxman requested the government to declare the birth anniversary of Sant Sevalal Maharaj, a prominent leader of the Banjara community, as a national holiday, highlighting his contributions to society.
Additionally, Aam Aadmi Party (AAP) MP Raghav Chadha raised concerns regarding the "referral commissions" system in the healthcare sector. Mr. Chadha called on the government to take action against "cut money referral commissions" exchanged between doctors and diagnostic centres.
