Canada Announces Revised Express Entry Rules Prioritising Local Experience and High-Wage Job Offers
Canada is introducing major updates to its Express Entry immigration system, placing enhanced emphasis on domestic work experience and qualifying job offers in high-paying sectors. Announced by Immigration, Refugees and Citizenship Canada (IRCC) on October 16, the revised regulations are set to take effect on November 3.
The changes are expected to give a distinct advantage to skilled foreign workers, including Indian professionals, who are already employed within Canada. Historically, Indian citizens have represented the largest demographic of candidates invited to apply for permanent residence through the Express Entry route. Under the new framework, applicants based outside Canada who lack local work experience or an eligible employment offer may face increased competition.
Points Restructuring for Experience and Offers
Under the updated Comprehensive Ranking System (CRS), candidates can secure up to 70 extra points for qualifying work experience in high-wage occupations. This bonus comes in addition to standard points awarded for the total duration of Canadian work experience. Furthermore, candidates holding a qualifying job offer in an eligible high-wage field can earn up to 100 additional points.
Candidates will not be permitted to combine both bonus categories. The revised system will automatically evaluate both qualifying Canadian work experience and eligible employment offers, granting points for whichever option provides the candidate with a higher overall score.
Immigration Minister Lena Metlege Diab stated that the structural modifications are designed to select skilled immigrants who are best positioned to succeed in the country. She noted that the initiative aims to attract workers who complement Canada's domestic workforce while driving economic development.
Eligibility Criteria and Wage Thresholds
The revised regulations apply to selected roles across critical sectors, including healthcare, technology, engineering, education, and skilled trades. To be classified as a high-wage occupation, an position's national median wage must be at least 1.3 times the overall median wage of the Canadian workforce.
Points awarded for Canadian work experience will depend on wage levels and completion thresholds. Candidates who have completed at least 12 months, or 1,560 hours, in an eligible occupation can receive 20, 40, or 70 bonus points. The maximum 70-point allocation is reserved for roles where the median wage is at least double the national median.
Standard points based on length of service in Canada remain in place. Applicants with five or more years of qualified Canadian work experience can earn up to 80 points if applying without a spouse or common-law partner, or up to 70 points if applying with a partner.
Job Offer Validation and LMIA Exemption
Eligible high-wage job offers will be awarded 50, 70, or 100 points based on the specific wage tier. To qualify, an offer must be for paid, full-time, and continuous work in a skilled profession, with employment intended to continue for a minimum of one year after permanent residence is granted. Offers must originate from an eligible employer, and the candidate must hold the necessary qualifications for the post.
The immigration department will verify the authenticity of all offers and assess the employer's capacity to fulfill contractual obligations. Any offers that have been withdrawn or revoked will be disqualified from receiving points.
In a significant procedural shift, qualifying job offers will no longer require a Labour Market Impact Assessment (LMIA) to gain points under the CRS. An LMIA is typically required for employers to demonstrate that hiring a foreign national will not negatively affect the domestic labor market. Effective November 3, qualifying high-wage offers will be exempt from this requirement for CRS scoring and for specific eligibility criteria under the Federal Skilled Worker Program and Federal Skilled Trades Program. Offers that do not meet the high-wage standard will not receive the new CRS bonus points, though they may still assist applicants in satisfying basic program requirements.
Impact on Existing Candidate Profiles
Existing candidates with active profiles in the Express Entry pool will have their scores recalculated under the updated parameters. IRCC expects the recalculation process to take up to two weeks, during which invitation rounds are anticipated to be paused.
Applicants seeking points for qualifying employment offers have been advised to update their profile details with all required information prior to the November 3 implementation date.
